‘HSL was not about ratings, but revenue “- NU.nl

This enables Nol Döbken, former director of HSA – the railway company behind the Fyra -. Friday in front of the committee Fyra

According to him, this was caused by the procurement demand from the government. “It was especially about money,” said Döbken. “The principles we had to pick up.”

“The model was therefore to get as many passengers in the train, but to get the highest possible turnover.” According to him, this includes achieved by striving to minimize material and the highest possible price for the ticket.

The former director told the Committee that HSA then in particular the importance of the traveler postulated by seeking to maximize the rates. In return, the train would then have to pay less annually. However, the government did not meet here

Under attack

Döbken came to be firmly under attack during questioning. According to the committee appears from documentation to information deliberately NS withheld because for 28 million “air” would sit in the tender offer of NS.

Those 28 million would be used by “computational tricks” to bid strategically to be pluses to win the tender. The State might not know about here, it appears, according to the commission documents because it would be difficult to reduce the annual contribution to the negotiations on the maximum rates.

surprised the Committee that no figures on which the business plan of NS, based on which they won the tender can be found. Döbken also said they did not know those numbers.

The answers of the former HSA director in the eyes of the committee therefore unsatisfactory.

rush

Döbken also stated its mission as a rush job to have seen. Partly because fell in ordering the trains off the experienced train builder Siemens. The other experienced builder Alstom fell off when the number of trains ordered in the first phase went down.

“With twelve trains you’re really at rock bottom. But there were so many uncertainties that the shareholder (NS) thought we should be careful,” said Döbken, who acknowledged that this “trap” but One builder remained, namely the relatively cheap and inexperienced AnsaldoBreda.

Döbken was still facing major delays in development, including through the complex safety system ERTMS.

was also it problematic that HSA for legal reasons could exert little influence on the construction of Fyra by AnsaldoBreda
