In september 2014, was Meines promoted to lieutenant-general for his great contributions to the armed forces in general and the veterans in the Netherlands in particular.
Meines was born on 25 september 1921. He founded the Veterans Legion of the Netherlands and stood at the base of the Foundation Veterans Platform, the umbrella organisation of 55 associations. A year later he became the first chairman of the platform that a large proportion of the veterans in the Netherlands represents.
