Cabinet: careful conclusions WMO surpluses – Internal Administration

That the PvdA minister wrote today in a letter to the House in response to the outcome of the Overall reporting social domain in 2015 by the Social and Cultural Planning Office (SCP).

Financial results
the SCP calculated on a 2015 deficit participation Act of half a billion and a surplus in the Social Support Act 2015 and the youth of 360 million euros. So did the SCP according to preliminary figures from the Central Bureau for Statistics (CBS). Commenting Plasterk proposes to exercise caution by taking the SCP heed caution about the financial results of the calculation. That fact gives no insight into the municipalities responsible overall, because the financial statements 2015 of municipalities were not available at the time of completion of this first overall reporting social domain.

in a few years will allow for a more complete picture of the finances, “says Plasterk. In addition to the provisional implementation figures for the first year 2015, municipal spending should ‘still crystallize’ in the coming years. Municipalities windows expenditures being prudent and budget-neutral: they presume to give up what they received. Underexpenditure addition, according to Plasterk also does not necessarily mean that the funds will be allocated to support youth and other purposes. It is the minister aware that municipalities reserve this ‘underspending’ for future expenses. However, he stressed in the letter that remain rich and municipalities consult each other on regulatory objectives in relation to the municipalities of available tools and resources.

Full year results
In the meantime, preparations for the second overall started reporting social domain. This second report will provide insight into the social domain in 2016. Plasterk is planning to send to parliament in the autumn of 2017, “so that it can be reported full-year figures for 2016. Annual figures are generally only available at or just after the summer. “
