“Municipalities are not aware of privacy rules” – NU.nl

This concludes the Authority Personal (AP) based on research (pdf) in the 41 largest municipalities.

Since the beginning of 2015 gave local authorities greater responsibilities. They are also responsible, for example, youth care and care for the elderly and disabled. Therefore municipalities now have much more sensitive information about their citizens.

None of the 41 municipalities surveyed, however, is well aware of what is and is not, the privacy watchdog concludes. So think 29 of the 41 municipalities that it is enough to ask permission to process the personal data while it is not.



Permissions

Municipalities namely’re authorized to process certain data, with or without permission. If there is or will be asked for permission, the AP thinks there should be clearly explained that the data can still be processed without consent.

On the other hand, there are data that should not be processed, nor with permission. Because citizens are dependent on the municipality for example, financial support, there is no question of a free choice.



Privacy Policy

In addition, the AP concluded that many municipalities do not have a clear privacy policy. Only 23 of the municipalities were able to send a lot of privacy or -regelement to the privacy watchdog. Six municipalities reported that currently being developed such a policy.
