Lower Saxony is home to Volkswagen and the second largest shareholder of the company. Recently Bavaria Volkswagen announced that it would sue because of the damage suffered by the state investment in the car company by the diesel fraud. It involves a maximum of 700,000 euros. But according to Weil, there is currently no legal basis to intervene. Lower Saxony has a veto in the supervisory board of Volkswagen and has a fifth of the vote.

The states of Hessen and Baden-Württemberg would also consider to file claims against Volkswagen.
