Municipalities hold strongly on to care – Internal Administration

Clear Trend
Overbetuwe holds about 2 million of the more than 26.5 million that had been budgeted for expenditure in the social domain. Teylingen loves 14.8 million for care 1.7 million euros. Deurne has a plus of 2.3 million euros on the care budget, Laarbeek tons. It’s just a few of the first figures that bring communities out regarding health expenditure by 2015, but the trend is clear: municipalities take money – and sometimes quite well. An overview is premature to give, because not all municipalities have the annual figures in a row.

Outliers
Financial experts dare based on what they hitherto have heard and seen it all believing the largest surpluses are needed in the post WMO. Regarding the youth, the picture is more mixed, but the previously dreaded mega-deficits seems almost no mention. Marjanne Sint, chairman of the Youth Transition Authority, said in an interview with Internal Administration to have the impression that municipalities reasonably come with their child welfare budgets and that institutions are not pinched. “There is no question of a race to the bottom ‘, says St. “We hear everywhere a small minus and small plus, occasional outliers aside.

Tight and uncertain
Accountant Rein-Aart van Vugt (Deloitte) confirms the picture of surpluses WMO budgets. He detects “a national picture ‘which so far more than 75 percent of cases there is (significant) surplus in the WMO budget and that the juvenile law the image fifty-fifty of municipalities where money is left over and municipalities go hungry. Gijs Oskam, financial specialist of the Association of Dutch Municipalities, says municipalities ‘nice’ seem to come out with the WMO budget. The budgets for child welfare on the other hand he calls “tight and uncertain.”
Exact figures for 2015 relating to the social domain can allow itself another two months, according Oskam wait due to the lack of healthcare claims and PGB delays in the SVB . Most municipalities add the surplus to reserves to cover future deficits in the social domain.

Distribution means
The positive balances will expected to give rise to considerable discussion. It will be grist to the mill of those who believe that the state still has not been too generous towards municipalities. Critics on the municipal cuts in the social domain to the high positive balances show substantiate their cries that municipalities are too far beaten the retrenchment of social welfare. With Argus eyes will look much municipalities to The Hague. Seeing them there in that favorable annual figures space to curtail additional municipalities? Many municipalities will involve the proposition that a battle must be kept poor because not all accounts in 2015. There are also churches who claim that the allocation of government funds is global. But the state itself can be a topic of discussion and research. The surplus is just as well to point out that the Ministries, when these were still responsible for caring responsibilities, have been too lavish in providing help.

Better custom

the Dutch Patients Consumers Federation (NPCF) know what to do with the money that a municipality has to make the post: it must still be paid to people who receive care. “Money on hold is not the intention. People think they can not get custom because the money is not there. If the money is still there, that offers space to spend it well to better tailor, “the interest in response to the findings of Internal Administration.
